On September 11, 2024, the Project Management Institute of Western Australia hosted an event titled “Transforming Western Australian Government: Embracing Agility and Efficiency.” Illuminance Solutions’ Alexander Liffers and DWER’s Amanda Charles took the stage to share insights from their recent collaboration that brought notable changes to data recording processes within DWER.
Navigating the Challenges of Traditional Methods
Alexander and Amanda detailed their joint efforts to develop and implement a technology solution that streamlined processes and reduced manual labour. The partnership focused on DWER’s Phytoplankton Ecology Unit (PEU), which is responsible for identifying phytoplankton samples collected by regional staff across the state. Phytoplankton are a crucial aspect of waterway ecology since they serve as food for small animals and fish, helping to support the whole food web in rivers and oceans. PEU’s primary mission involves tracking harmful algal blooms and coordinating health alerts for fish kills, yet the unit faced persistent challenges with outdated data collection methods. The reliance on physical pen-and-paper documentation not only hampered efficiency but also slowed response times.
There is a common perception that government organisations operate in traditional ways that prolong processes, often appearing rigid and resistant to change. However, by taking even a small step such as digitising forms, the Western Australian government is already participating in meaningful transformation.
The Solution Lies in Connecting the Right Pieces
The DWER approached Illuminance Solutions with a straightforward request: they needed a more efficient method for sample collection. Their existing data collection process, dating back to the 1990s, was cumbersome and manual. Our team focused intently on understanding DWER’s specific needs to deliver a tailor-made solution.
So, how did we arrive at the solution? It all came down to connecting the right pieces. A dedicated team maintained direct communication with the client throughout the project, addressing every concern at the outset to avoid last-minute issues. illuminance Solutions implemented a straightforward digital platform using Microsoft Power Apps that replaced the outdated pen-and-paper system. While this technology may be commonplace, it made a significant impact on PEU’s data collection practices. As Amanda noted during the presentation, “I don’t have to write anymore. It’s fabulous.”
During the presentation, Amanda noted that the PEU staff operates under tight deadlines, which required the software development process to incorporate their feedback with minimal disruptions. The team at Illuminance Solutions rose to the challenge, delivering a tailored app in just four weeks. Amanda emphasised that this new app enables PEU to save an hour per sample, and with over 2,000 samples processed annually, it significantly reduces the time spent on manual data entry.
This collaboration with PEU and the outcome which emerged out of it has opened the door to a lot more similar projects within the department. This project shines light on the path ahead for modernising government processes.
